Joseph P. Allen was born in 1848 and his mother was Rebecca Allen, who was white. Joseph’s race was classified as mulatto and he was only 2 years old. He lived with his mother and about 60 other individuals in the Poor House in Malone, New York. His mother’s place of birth was Canada East. Rebecca appeared in the 1860 New York State census for Malone, Franklin, New York. She may have been an unwed mother, as no marriage record was available. His father may have been black. Joseph may not have appeared in the 1860 census because he might have been adopted or he was no longer alive. It would have been difficult to raise a child as a single mother in the Poor House.
